What if my allowance runs out before the end of the agreement?

Department for Work and Pensions have a renewal pack to re-assess your claim which you can ask for. If your own allowance is extended, your Motability lease agreement will not change. If, for any reason, your allowance is discontinued or extended whether you are a car Scheme customer, you need to contact the Motability to go through the options. You will not have to pay the remainder of the agreement but you will also have to return your car.

Can I add my own money to top up the Charitable Grant I receive from Motability?

Motability can look at the best solution that can satisfy your every day mobility needs and a Charitable Grant won’t necessarily be given if you have financial means to make the payments. You will need to pay what you can reasonably contribute towards a car that meets your needs and you must inform Motability of any available funds you have when applying to avoid the risk of a grant being withdrawn.



Can I apply for a Charitable Grant?

If you are unable to afford the right mobility solution for your needs, Motability, the Charity, may be able to provide a Charitable Grant towards an Advance Payment for a Scheme car, Wheelchair Accessible Vehicle (WAV), driving lessons or adaptations. If you are unable to fund the right mobility solution that you require, Motability, may be able to fund a Charitable Grant towards your Advance Payment on a Scheme car, Wheelchair Accessible Vehicle (WAV), learning to drive or adaptations.



Can I apply for a Charitable Grant towards a private car?

Charitable Grants only count towards a Motability Scheme car.



Can I apply for a Charitable Grant towards a vehicle big enough for my family and carer to travel with me?

Motability could help disabled people to join the Scheme who do not have the means.

Motability will only consider Charitable Grants for people who need to travel with you on a daily basis, such as a paid carer. Motability also consider immediate family members who live in the house, this means a parents, spouse/ partner, siblings or children up to 16 years old. Luggage or equipment for respite care can also be taken into account, frequency or location dependant, providing the care is frequent and a considerable distance from home.



Can I learn to drive in my Motability Scheme car?

At 16 years old, you can learn in a Motability Scheme car. Drivers with a provisional driving licence need to be over 21 if you want them to drive your Scheme car and you can only have a single learner driver on your Motor Insurance at any time. You may also be able to get a Charitable Grant to help pay towards your lessons from Motability.



Can Motability help us fund a car so we can continue our family holidays?

Motability help disabled people to join the Motability Scheme who do not have the means to.

Motability could be able to provide Charitable Grants towards complex driving controls.

Applications for Charitable Grants are prioritised to those who need it most and are available to those eligible for the Motability Scheme. Motability considers the need to: travel to work, drive to study, care responsibilities, getting to appointments, hospital visits and whether care or support is in place to achieve essential mobility needs.



Can Motability offer help towards a car that allows my pets to travel with me?

If you apply for a Grant, Motability look at what you will need for your mobility needs. Registered assistance dog(s) will be taken into account of a Charitable Grants application. Pets may not manage to travel if it means you need a grant towards a larger Scheme vehicle to take them with you.



How can I get help with the cost of driving lessons?

If have a Motability Scheme car or one on order, you can ask for help with the costs of up to 40 hours of learning to drive.



How do I apply for a Charitable Grant?

Motability provide Grants towards Advance Payments for Motability cars, Wheelchair Accessible Vehicles (WAVs), learning to drive and or adaptations.

If you find that what you need is not affordable, please contact Motability Customer Services Team on 0300 456 4566 to discuss. Motability will discuss personal circumstances and, if we think you may qualify for a Grant, we will direct you to a application form.

Once you return the application form, along with supporting documentation needed, Motability contact you within 48 hours to confirm and discuss the next steps. You will be assigned a Case Manager who will look after the application through the process. Your Case Manager will make sure Motability understand your needs and will deal with any concerns.

I am an existing customer - when can I apply for a Charitable Grant towards my new lease?

When applying for a Charitable Grant to help fund a new Motability Scheme car, you can apply from four months before the end of your current lease term. Applying for a Charitable Grant towards a new Wheelchair Accessible Vehicle (WAV) on Motability can take place from six months before the end of your current Scheme lease.



I like my current Scheme car and it is still suitable - am I able to keep it?

Motability can arrange an extension if your vehicle remains in a good working order, good condition and not in excessive mileage. With an extension, you can stay in the car which meets your needs, insurance, maintenance, roadside recovery, service and repairs continuing to be included.



Is Motability a charity?

Motability is a national charity (Registered Charity in England and Wales No.299745) which sets the strategic policies and direction of the Motability Scheme and oversees its performance to ensure that it meets the needs of disabled people.

Motability may be able to provide Grants towards Motability Scheme car, adaptations or Wheelchair Accessible Vehicle (WAV). Motability may also be able to offer help with the cost of up to 40 hours of learning to drive.



What kinds of costs can I get help towards?

It can be possible for Motability to offer Charitable Grants towards Advance Payments for Scheme cars, Wheelchair Accessible Vehicles (WAVs), driving lessons and/or adaptations. Applications for Charitable Grants will be means-tested.



Will I be means tested for a Charitable Grant?

Yes, Charitable Grants will be means tested.

Can I learn to drive in my Motability Scheme car?

At 16 years old, you can learn in a Motability Scheme car. Drivers with a provisional driving licence need to be over 21 if you want them to drive your Scheme car and you can only have a single learner driver on your Motor Insurance at any time. You may also be able to get a Charitable Grant to help pay towards your lessons from Motability.

If you have a Motability Scheme vehicle or you have ordered one, you can apply to help the cost of up to 40 hours of learning.

Using your car







Do you use location trackers?

The Scheme leasing includes will cover two named drivers. Regardless of who is the driver, the Scheme car will always be to the benefit of the disabled customer.

To make sure that Scheme customers are directly benefit from the Scheme car, location trackers can be fitted to vehicles if the risk of misuse is high; such as, where Scheme customers permanently reside in a care home and have several drivers who have access to the car, or if none of the customer's named drivers are live with them.

It is expected that location trackers will be fitted in fewer than five percent of the 630,000 plus cars leased through the Motability. Where a tracker has been identified as appropriate, the Scheme customer will be contacted in advance of the date the tracker will being fitted. Data will only be collected on the location of a Scheme car at any time and this data will only be used where a report is needed, or suspicion raised, that a car may be being misused.

Trackers are just one of a few ways to cover the Scheme from abuse, and to ensure that the cars are used to assist Scheme members.

Is travel insurance available through Motability?

Specialist medical travel insurance by AllClear, which includes travel insurance for individuals, groups and couples of any age for single/multi trips.

Motability customers can now contact AllClear if they have an annual travel policy that was previously with Unique. Unique should be contacting customers just before their annual policy renewal date and should advise that AllClear now provide travel insurance for Motability customers. Customers should contact AllClear if they have an annual policy previously with Unique. Unique will speak to customers just before their renewal date and advise that AllClear took over providing travel insurance for Motability.

Allowance





I have less than 12 months' allowance - can I still apply for a Motability Scheme car?

You need to have at least a year remaining to join the Motability Scheme. If you have less than a year, you will not be able to place a new application until the DWP extend or renew your allowance.



What age can I first receive the mobility allowance?

Higher Rate Mobility Component (HRMC) of the Disability Living Allowance (DLA) can be awarded when a disabled person turns three years old. Applications can be submitted prior to this date as long as the eligibility criteria is met, and the award will start on their third birthday. Although the allowance has been confirmed, applications can only be made up to three months prior to the third birthday, and the agreement cannot start until the allowance is awarded.

Children over the age of three in possession of the Higher Rate Mobility Allowance, can apply to join the Motability Scheme. The application needs to be made by the appointee (parent or guardian) who is responsible.

Children who remain in eligibility criteria can recieve HRMC until they reach the age of 16.

The DWP have no plans to introduce PIP for those under 16.



What happens if I am awarded the Enhanced Rate of the Mobility Component (ERMC) of Personal Independence Payment (PIP)?

The Motability Scheme works with Personal Independence Payment (PIP) in the same way as it does with Disability Living Allowance (DLA). The Motability Scheme enables disabled people to lease a new car, scooter or powered wheelchair. If you receive one of the following allowances, with at least 12 months remaining, you may be eligible to join the Motability Scheme: Motability Scheme works with Personal Independence Payment (PIP) in the same terms as Disability Living Allowance. If you receive any of the allowances featured below, with no less than a year remaining, you may be eligible to join:

Enhanced Rate of the Mobility Component of PIP
Higher Rate Mobility Component of Disability Living Allowance
War Pensioners’ Mobility Supplement
Armed Forces Independence Payment



What is the War Pensioners' Mobility Supplement?

War Pensioners' Mobility Supplement provided by Veterans UK. This allowance well help cover the cost of your lease agreement. This is currently £66.75 per week (as of 11/04/2018).



Who qualifies for the Higher Rate Mobility Component?

Eligibility is determined by the Department for Work and Pensions.

Can I join



Am I eligible to join the Motability Scheme?

In order to join the Motability Scheme, you must qualify for a following allowance with at least 12 months remaining:

Higher Rate Mobility Component of the Disability Living Allowance (DLA).
Enhanced Rate of the Mobility Component of Personal Independence Payment (PIP).
War Pensioners’ Mobility Supplement (WPMS).
Armed Forces Independence Payment (AFIP).

Can any other allowance be used with the Motability Scheme?

Unfortunately, no other allowances can be used to join.



Can I join the Motability Scheme if I receive Armed Forces Independence Payment?

All who qualify for Armed Forces Independence Payment (AFIP) can apply to join.

If I'm over 65, can I still join the Motability Scheme?

Yes you can if you are aged 65 and over and you receive one of these allowances:

Enhanced Rate of the Mobility Component of Personal Independence Payment (PIP)
Higher Rate Mobility Component of Disability Living Allowance (DLA)
War Pensioners’ Mobility Supplement (WPMS)
Armed Forces Independence Payment (AFIP)

You must have at least 12 months remaining on your allowance when you join the Scheme. Unfortunately, the Attendance Allowance cannot be used to lease a car through the Motability Scheme.

How the Scheme works







Can someone else drive for me?

Leasing a car through the Motability Scheme includes insurance for up to two named drivers – these can be yourself, friends, family or carers. A third driver can also be added for an additional cost. Motability Scheme includes insurance for up to two named drivers – yourself, carers, family or friends. A third driver can be added at an additional cost.

All proposed drivers should check Motability Scheme’s policies and RSA Motability’s (RSAM) eligibility criteria regardless of when they are added. Only drivers listed on the Certificate of Motor Insurance are insured.



How can I find adaptations available on the Motability Scheme?

The Motability Scheme site holds details of adaptations; from simple driving controls to person hoists for users into a standard car.



How can I find cars available on the Motability Scheme?

Our cars are available on the Motability Scheme, you can use the Car Search on our Motability website.



How do I apply to the Motability Scheme to lease a vehicle?

If you are eligible, all you need to do is visit your local Eastern Western dealer and ask for an appointment with our Motability specialist at that branch. They will arrange test drives and can help you enjoy choosing a car that’s right for you.

Your specialist will take you through a Motability Scheme Suitability Questionnaire. Once you have chosen a car, your chosen dealer will complete the application for you online at the branch. You’ll need your Certificate of Entitlement, a recent utility bill, and the driving licences of any drivers. If your proposed driver is unable to come with you to the dealership, they must complete the Driver Consent Form.



How much does leasing through the Scheme cost?

You will exchange all or most of the higher rate mobility part of your allowance for the course of the lease. Other parts - such as the care component - remain untouched and you will receive them as normal.

Meanwhile, for cars there are three prices:

Some cost less than your allowance,
Others cost the same as your allowance,
Some require an one-off, Advance Payment.

Insurance, breakdown cover, servicing and maintenance, tyre and windscreen replacement are all taken care of.



I've only got a provisional licence, can I join the Scheme?

If you are the customer, there are no restrictions; you will though have to meet all other criteria. Providing you are shown as a permitted on the Insurance and accompanied by the nominated driver (over 21 and has a licence for at least three years) you can learn to drive in the Motability Scheme car.

For others, restrictions do apply regarding provisional licence holders, eg. you must be aged 21 or over and in addition, meeting all other acceptance criteria.



What is "Contract Hire"?

"Contract Hire" is the term used to describe the type of leasing agreement contract offered through the Motability Scheme. All the "Contract Hire" lease agreements offer a new car of your choice every three years (five years for wheelchair accessible vehicles); the leasing package also includes insurance, servicing and maintenance, breakdown cover, as well as tyre and windscreen replacement. "Contract Hire" is a type of leasing agreement offered on the Motability Scheme. What is a Wheelchair Accessible Vehicle (WAV)?

A Wheelchair Accessible Vehicle (WAV) is a converted where a wheelchair user can travel either as a passenger or a driver, without needing to transfer seats or from the wheelchair.

Personal Independence Payment (PIP)



What is Personal Independence Payment (PIP)?

PIP, an allowance which is replacing Disability Living Allowance (DLA) for disabled people aged between 16 and 64. Just like DLA, PIP has two components: a daily living and a mobility. Each component has two rates: a ‘standard rate’ and an ‘enhanced rate’ which is the same amount as the DLA. You can lease a Motability Scheme car by using the Enhanced Rate of the Mobility Component of PIP.

If you receive DLA, you will be asked to make a claim for PIP by the DWP before the end of 2019. Until that point, you do not need to do anything.



How will I know when I need to make a claim for Personal Independence Payment (PIP)?

If you're a DLA claimant, you won't need to submit a claim for PIP until you are contacted before the end of 2019. If you are due to renew , you should follow the normal process set by the DWP.

Please note you will receive separate notice of this.



What are the timescales for Personal Independence (PIP) reassessments?

The Government is currently in the process of replacing Disability Living Allowance (DLA) with Personal Independence Payment (PIP) for disabled people aged between 16 and 64. If you are awarded the Enhanced Rate of the Mobility Component of PIP you will continue to be able to lease a car, scooter or powered wheelchair through the Motability Scheme.



What happens if I am not awarded the Enhanced Rate of the Mobility Component (ERMC) of Personal Independence Payment (PIP)?

If the Department for Work and Pensions (DWP) decides you are not eligible for ERMC PIP, you will no longer be eligible to use the Motability Scheme. Unfortunately, vehicles are only leased through the Motability Scheme to people who receive one of the relevant mobility allowances.
