Edinburgh has recently implemented a Low Emission Zone (LEZ), which came into effect on Saturday, 1st June. This LEZ covers significant parts of the city centre, including Princes Street, the West End, Newington, and stretches as far as Abbeyhill. The purpose of the LEZ is to reduce air pollution by restricting access to older, more polluting vehicles. The zone operates 24 hours a day, 365 days a year.
Large green LEZ signs have been installed at the boundaries to alert motorists. The enforcement is carried out using automatic number plate recognition (ANPR) cameras, which capture the details of any non-compliant vehicles entering the zone. In response to recent vandalism incidents targeting similar cameras, the council has emphasized its zero-tolerance policy towards damaging public property, including LEZ infrastructure.
Motorists can check if their vehicle meets the required emission standards using an online Low Emission Zone checker. By entering the vehicle registration number, drivers can determine if their vehicle is compliant or non-compliant with the emission standards. However, the checker does not confirm exemption status; drivers need to verify if they or their vehicle qualify for any exemptions before traveling.
The LEZ encompasses the city centre, with specific boundaries extending from:
Tollcross in the south
Palmerston Place in the west
Queen Street in the New Town
Picardy Place
Abbeyhill and Holyrood Road
The Pleasance in the east
The Meadows back to Tollcross
An interactive map of the full zone is available on the Edinburgh Council website for those concerned about inadvertently entering the zone.
From 1st June, drivers of non-compliant vehicles entering the LEZ will face a £60 fine, reduced by 50% if paid within 14 days. Repeat offenses within 90 days will result in the fine doubling, up to a maximum of:
£480 for cars and light goods vehicles
£960 for buses and HGVs
Only one Penalty Charge Notice (PCN) can be issued per vehicle per day between midnight and 11:59 PM.
Certain vehicles are exempt from the LEZ regulations, regardless of their emission standards. These exemptions, which apply across all of Scotland's LEZs for consistency, include:
Vehicles for people with disabilities, including Blue Badge holders
Historic vehicles
Showman’s vehicles
Emergency vehicles
Military vehicles
A full list of exemptions is available on the Edinburgh Council website.
